This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Office of the Chief External Affairs Officer (OCEAO). This announcement is being used to fill a position with multiple entry grades, GS-11 and GS-12, with a full performance level of GS-13. Responsibilities In this position, you will serve as an IT Cybersecurity Specialist. This position supports the operation and maintenance of the CISA.gov website and requires a working knowledge of the Drupal CMS. Typical work assignments include: Serves as a technician in the underlying information technology operational processes and functions that support secure system development and operations. Coordinates and supports the overall web application experience provided to a customer end-to-end. Assists in developing system, network, performance, and cybersecurity requirements for web applications. Supports, coordinates, oversees, and evaluates the activities related to the development and management of CISA's externally facing digital platforms. Troubleshoots web application hardware and software, specifically within the Drupal CMS. Diagnoses and resolves customer reported system incidents, problems, and events related to CISA.gov and the Drupal CMS. Develops and documents requirements, capabilities, and constraints for website design procedures and processes. Updates and ensures website content complies with all federal and DHS & CISA laws, regulations, and policies and is accurate, and up to date. Responsible for the overall site architecture, navigation, and quality assurance of CISA.gov. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Selective Service registration required. You must be able to obtain and maintain a Public Trust security screening. Current Federal employees must meet time-in-grade requirements. New employees must serve a one year probationary period. Complete the initial online assessment and USAHire Assessment, if required. Qualifications Specialized Experience: Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09 if applying at the GS-11 level or GS-11 if applying at the GS-12 level), in the Federal service, or equivalent experience outside of the Federal government, which demonstrates the ability to perform the duties of the position. Specialized experience at the GS-11 level is defined as providing technical support to customers using client-level hardware and software; Using Drupal Content Management Software to support the design, development, testing, debugging, and deployment processes for web applications; Developing and deliver technical training materials to support meet the needs of system owners and operators; Ensuring website content complies with all Federal and organizational laws, regulations, and policies.OR,GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Specialized experience at the GS-12 level is defined as providing technical support to customers using client-level hardware and software; Using Drupal Content Management Software to support the design, development, testing, debugging, and deployment processes for web applications; Developing and deliver technical training materials to support meet the needs of system owners and operators; Ensuring website content complies with all Federal and organizational laws, regulations, and policies. Education is not substitutable for specialized experience at the GS-12 level.
